The Freedom of Information Act Information and the Westchester Public Library

Our Public Body

The Westchester Public Library is a municipal library established under the Illinois Local Library Act, 75 ILCS 5. Our mission is to promote lifelong learning and enrichment through access to information, services and a knowledgeable staff in an open environment. We bring people together to stimulate the free exchange of ideas and a sense of community. We are located at 10700 Canterbury Street, Westchester, IL and employ 8 full-time and 21-part time persons.

Public Records

Public records may be requested in the following manner:

Patrick Callaghan serves as the Freedom of Information Officers (FOIA) for the Westchester Public Library. The Freedom of Information Act Officers are located at the Westchester Public Library at 10700 Canterbury Street, Westchester, IL 60154.

All requests must be submitted in writing to the attention of the Freedom of Information Act Officer. Applicants may use FOIA Request Forms or may submit their own written request for records. Applicants choosing not to use the provided form must provide their full name, current address, phone number, a detailed account of the documents they are requesting and whether or not they are requesting the documents for commercial use. Written requests may be submitted in person at the Westchester Public Library, mailed to the attention of the Freedom of Information Act Officer, or emailed to [email protected].

Requests for public records are fulfilled under the guidelines of the Illinois Freedom of Information Act (5 ILCS 140). Requestors will be contacted within the time allotted by law with a response to their request.

Whereas, the State of Illinois has enacted “An ACT regulating wages of laborers, mechanics and other workers employed in any public works by the State, County, City or any public body or any political subdivision or by anyone under contract for public works” being Chapter 820 ILCS 130/1-12, Illinois Compiled Statutes; and

Whereas, the aforesaid Act requires that the Westchester Public Library investigate and ascertain the prevailing rate of wages as defined in said Act for laborers, mechanics and other workers in the locality of said Westchester Public Library employed in performing construction of public works, for said Westchester Public Library; and Now, therefore, be it ordained by the Westchester Public Library, Cook County, Illinois to follow these prevailing wage rates as determined by the Illinois Department of Labor: Current Prevailing Wage Rates
